Adding to the urgency of the task for President-elect Joe Biden's team is his professed desire to speed ahead with economywide cuts in greenhouse gas emissions.

On day one of the Biden administration, EPA's Office of Air and Radiation is supposed to marshal a team to achieve "significant" carbon reductions from the electricity industry through a revised and updated version of the Obama-era Clean Power Plan, a group that included Biden transition advisers and climate experts wrote in a newly released memo."
