Resolved: EPA's Utility MACT Is the Right Tool at the Right Time

Event Date:
June 7, 2011

Taking on one of the most pressing environmental policy issues of the day, ELI is pleased to introduce its first seminar discussion in a debate format. Loosely following an academic debate structure, two expert teams will argue the resolution, ask questions of the other side, and identify points of agreement and disagreement. Following the debate, the discussion will be opened to audience questions. We hope this format will help to crystallize issues and separate fact from rhetoric.

AFFIRMATIVE:
John Walke, Director, Clean Air Program, Natural Resources Defense Council
Michael J. Bradley, Executive Director, Clean Energy Group

NEGATIVE:
Scott H. Segal, Director, Policy Resolution Group, Bracewell & Giuliani LLP
Jeffrey R. Holmstead, Director, Environmental Strategies Group, Bracewell & Giuliani LLP

Additional Material with co-authors John Walke and Scott H. Segal:
"The EPA Hazardous Air Pollutant Rule: 21 Years Later, a 21st Century Standard", from The Environmental Forum, May/June 2011
