"In rolling out the final version of its contested sequel to the Obama-era Clean Power Plan last month, EPA left behind a big chunk of unfinished business.
Gone from the Affordable Clean Energy rule were provisions intended to lead to a historic easing of permit requirements under the Clean Air Act's New Source Review program. EPA still plans to put that proposed overhaul in place for the electricity sector within the next few months.
Left hanging for now are utilities with coal-fired power plants that are supposed to benefit from the planned change to boost generating efficiency. Perhaps even more interested are representatives of other industrial sectors that have been pressing EPA to afford them the same latitude."
