Need to Know? Eight Reports from the Congressional Research Service [1]

Congress does not release reports done by the Congressional Research Service to the public, even though taxpayers fund them. Why is a mystery. The public has a "need to know." Perhaps Congress members need to keep the public from knowing that they themselves do not have all the answers.
